Student Privacy Rights & Nondisclosure of Nonpublic Information
Important Information Regarding Student Accounts
Parents of JSCC students should be aware of the following important points:
1) The college is bound by state and federal laws that mandate certain privacy rights to each student. Therefore, only public information can be discussed with anyone other than the student. For instance, we can not discuss amounts owed, student's schedules, etc. unless we have signed statement or the student's personal access code (PIN) from the student which gives us permission to do so.
2) If anyone other than the student is responsible for paying the fees, he or she needs to \'obtain the student\'s PINand that will allow the responsible party complete access to the student's account on the web. It is the student's option to share this PIN with parents, grandparents, etc. Otherwise, we cannot divulge any nonpublic information. Even when someone other than the student is paying the bill, it is still the student's responsibilty to make sure everthing is settled by the deadline.
3) Anytime a student's account has a credit balance from an overpayment, the refund check will always be issued to the student regardless of the source of payment (parent, grandparent, friend, etc).
Graham-Leach-Bliley (Financial Modernization Act)
The Gramm-Leach-Bliley Act (GLB or Act) requires “financial institutions” to protect the privacy of their customers, including customers’ nonpublic, personal information. Because universities also deal with a variety of financial records from students and their parents, the University of South Florida has a responsibility to secure the personal records of its students. To ensure this protection, GLB mandates that all institutions establish appropriate administrative, technical and physical safeguards. In an effort to set safeguarding standards, the Act directs that all institutions implement an Information Security Program, and designate a program coordinator.
