Duties

Job Summary/Scope of Responsibility:

Responsible for all information systems opertions activities relating to end-user application implementation and support. Controls revenues and expenses within the department and responsible for meeting budget goals and objectives. Provides input to policy level direction regarding standards and budget constraints. Makes decisions on personnel actions (hiring, terminations, promotions, etc.). Assigns personnel to projects and directs their activities. Reviews and evaluates work and prepares performance reports. Confers with and advises subordinates on administrative policies and procedures, technical problems, priorities and methods. Consults with personnel in other information systems sections to coordinate activities. Prepares activity and progress reports regarding information systems operations. Reports to an Information System Executive.

Essential Job Functions:

Directs departmental operations through ongoing interaction with managers, staff and customers to enhance efficiency and quality of service

Manages overall financial and budgetary processes with constant input of the managers

Evaluates IS personnel qualifications/competence to meet the service requirements of our customers

Executes and participates in department operational and strategic planning, including business requirements, projects planning, and organizing the allocation of resources

Facilitates customer satisfaction by communicating and interacting with key internal and external customers to identify opportunities for improvement resulting in enhanced service and customer satisfaction

Insures goals and objectives of the department are achieved in a cost efficient manner

Operated in partnership with the CIO and Director of Information Systems, Technical to develop the business unit strategy. Develops and implements strategy for achieving Enterprise IT goals in partnership with IS Managers

Attend trade shows, conferences, and vendor sponsored meetings as requested

Oversees the development and implementation of all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision.

Performs industry studies and research. Keeps self and department informed on current and emerging technologies related to assigned applications and job responsibilities

Manage IT staffing, including recruitment, supervision, scheduling, development, evaluation, accountability, and disciplinary actions

Participates in contract negotiation in conjunction with IT management as necessary. Manages active contracts to ensure validity and vendor compliance

Provide for staff development and succession planning

Devise and monitor the department's Quality Plus Annual Plan

Oversee department Quality and Process Improvement (Change Management)

Performs related duties as required or directed

Actively supports the six pillars of the organization: High Quality Healthcare; High Quality Customer Service; Financial Strength; Community Value; Employee Satisfaction and Ethics and Compliance. Success in the endeavor will be reflected in the Quality Plus indicators published monthly for the department

Oversees the development and implementation of all IT Application Testing and documentation

Performs related responsibilities as required or directed

Qualifications

Job Specifications:

Education:

Proven success and achievement in applying principles and techniques related to application oriented information with special emphasis on the applicability and use of these systems and managing of technical projects related to these systems in a healthcare provider environment. Such proficiency would be equivalent to a Master's Degree in Computer Science or a related field and six years of professional experience or a Bachelor's Degree in Computer Science or a related field and eight or more years of professional experience. Knowledge of hospital and/or healthcare related organizations, processes, and infrastructures.

Experience:

Five (5) or more years of supervisory experience including skills in the selection, direction, and development of staff and subordinates. Develop and ensure career progression of the Information Systems Staff. Effectively retain and recruit technology staff. Effectively manage performance review, compensation and employee relations processes in the Information Systems department.

Knowledge, Skills and Abilities:

Must be able to rapidly read, comprehend, and put to practical use, a wide variety of technical literature. Must be able to translate technical information and procedures into user solutions. Must be able to write and speak clearly to communicate effectively with users. Must develop and produce without assistance presentation quality user requirements and documentation. Must impart confidence to the users. Must respond to emergencies in a timely manner. Must respond to actively participate in disaster situations to restore information access to critical users such as administrators, doctors, nurses, and patients.

Strong interpersonal skills are required to be successful in this position
